In 2010, Research and Innovation Council (1043/2008) published the Finnish Research and Innovation Policy Guidelines for 2011–2015. According to the guidelines, developing an innovation system supportive of the national strategy requires that: structures are reformed and organisational, operational and regional fragmentation will be reduced, the coordination and steering of policy actions will be strengthened at the government level, the prioritisation and selection of subject matters and contents will be undertaken, the exploitation of Education, Research and Innovation (ERI) activities will be promoted extensively, universities, universities of applied sciences and research and development institutes are supported in raising their profiles and specialising in their fields of strength; the quality of research will be improved, multilateral cooperation will be enhanced and the division of labour between higher education institutions, public research and development institutes and enterprises will be clarified, steering systems, incentives and the regulatory environment will be developed, the efficiency and effectiveness of the business and innovation service system will be improved, and the position of the small and medium enterprise sector within the innovation system will be strengthened. Government agencies, institutions and organisations within the Ministry of Employment and the Economy’s branch of government are key actors in implementing innovation policy in practice. The Ministry performance manages Tekes, VTT Technical Research Centre of Finland, and Finpro. •a long-term infrastructure policy will be created and the extensive use of public data enhanced •evaluation expertise and the exploitation of evaluation data will be strengthened •the funding base for research and innovation will be diversified •the internationalisation of ERI activities of the entire innovation system will be enhanced •the means for monitoring policies will be improved.
