Description: 
The general purpose of this regulation is to provide measures and procedures to prevent or minimize the adverse effects of landfilling on the environment (including the pollution of surface water, groundwater, soil and air), the environment of the planet (including greenhouse effect) as well as human health throughout the total life span of the discharge. The text includes 16 articles: (1) object, (2) scope, (3) definitions, (4) annexes, (5) classes of landfill, (6) treatment, reducing the amount landfilled and waste not accepted at landfills, (7) waste accepted in different classes of landfill, (8) authorization request, (9) special requirements for the operator of the landfill, (10) content of the authorization, (11) costs of landfilling, (12) waste acceptance procedure, (13) control of the procedures and monitoring operational phase, (14) closure procesdure and after-care, (15) existing landfills, and (16) entry into force.
