According to Article 20 of N.2446 / 96 "Industrial development of areas that generate electricity from lignite power stations", a Special Development Fund was established that was financed by PPC (Public Power Corporation), as a share of the company’s annual turnover (0.4%). This special fund is distributed to the Regional Units of Florina, Kozani and Arcadia in proportion to the electricity production from lignite thermal stations. According to Paragraph 2 of Article 40 of Law. 4062/12 (Government Gazette, no. 70 / 30-03-2012), the Special Development Fund grew to 0.5% of the annual turnover of PPC's operations. This fund is used in the form of the Special Development Program (E.A.P.) which has a five-year implementation horizon.
The main aim of the program “is defined as the business strengthening activity and employment based on knowledge for improving the living conditions at the application site”. In particular, entrepreneurship and employment will be promoted by supporting and developing innovative businesses related with exploitation of comparative advantages of the region, energy and environment and opportunities that emerge. The above central aim is specialized on the following specific objectives: 1. Fostering innovative business activity with emphasis on energy and environment. 2. Promoting investments that enrich the production system of local economy. 3. Upgrading human potential of the region, enhancing employment and ensuring social cohesion. 4. Enhancing natural and structured environment while facing the environmental impact of existing anthropogenic activities. 5. Improvement of citizen’s living conditions and quality of life.
