FLEGT (Forest Law Enforcement, Governance and Trade) - Council Regulation (EC) No 2173/2005 of 20 December 2005 on the establishment of a FLEGT licensing scheme for imports of timber into the European Community
FLEGT stands for Forest Law Enforcement, Governance and Trade. The EU's FLEGT Action Plan was established in 2003. It aims to reduce illegal logging by strengthening sustainable and legal forest management, improving governance and promoting trade in legally produced timber. It is an umbrella of different kind of actions. One of the most important is the VPA: Voluntary Partnership Agreement between EU and wood producing countries (bilateral). Simply said: the EU invests in forestry abroad and for exchange certificated legal wood is placed on the market in the EU. Back alleys existed and therefore the EU TIMBER-regulation has come into action.
