Description: 
The aim of the Law is to establish a general framework within which to strengthen and coordinate scientific and technical research in order to contribute to sustainable development and social welfare by generating and sharing knowledge and innovation. The text is grouped under four Sections and one Introduction. The introduction outlines the purpose and objectives of the Law and defines the Spanish Science and Technology System, which is made up of the Spanish General State Administration System and the Systems of each of the Autonomous Regions, and includes coordination, financing and execution players. Section I looks at the general responsibility of the Spanish General State Administration System to undertake general coordination tasks, as attributed thereto by the Constitution, but without overlooking the fundamental role of the Autonomous Regions in the execution of research policy. Section II focuses on human resources dedicated to research. It aims to create a professional development path for research staff. Section III deals with promoting scientific and technical research, innovation, creating value and transferring knowledge and scientific and technological culture. Section IV regulates matters regarding the promotion and coordination of research activity in the Spanish General State Administration.
